鹿児島市市内の商業施設で、トイレットペーパーが盗まれる被害が相次いでいる。かごしま県民交流センターでは５月ごろから盗まれ始めて以来計約１５件の被害があり、施設側は対策に頭を悩ませている。川野拓郎副館長は「生活費を節約したいのかもしれないが、人の物を盗まないのは、モラル以前の社会ルールでは」と訴えている。

Facilities flushed with toilet paper thefts
Commercial facilities in Kagoshima city have been suffering a series of toilet roll thefts. At Kagoshima Kenmin Kōryu Centre, around 15 such cases have been reported so far since it came to light in May, and the facility side is at a loss how to deal with the immoral acts. The deputy head of the centre, Mr. Kawano Takuro said that although it is one thing to cut back on living expenses, it is unforgivable to steal other people’s properties, not only from a moral viewpoint but also as a social rule.

‘Commercial facilities’ は「商業施設」。‘(have been) suffering’ は「（被害）をこうむっている」。‘suffer’ は「〈人が〉〈苦痛など〉を経験する；〈損害など〉をこうむる、受ける（undergo）」。‘a series of …’ は「一連の・・・（a sequence of, a succession of, a chain of）」。‘(a) toilet roll’ は「トイレットペーパー（toilet paper, toilet tissue）」。後者の場合、数えるときは ‘a roll of toilet paper’ と言います。‘theft’ は「盗み、窃盗（stealing）」。

‘Centre’（中心、中央、〈施設としての〉・・・センター）は ‘center’ の英国式の綴りです。‘around … May’ は「５月に発覚して以来約１５件のそのような事件（トイレットペーパーの窃盗のこと）が報告されている」。‘case’ は「実例、事例（instance）；真相、事実、実情（fact）；症例、病状；事件」。‘so far’ は「今のところ（until now, up to the present）」。‘come to light’ は「〈秘密などが〉明るみに出る、発覚する、表沙汰になる（be revealed, surface, come out）」。‘facility … acts’ は「施設側はそのような反道徳的な行為（トイレットペーパーの盗難）への対処に頭を悩ませている」。‘(be) at a loss’ は「困って、途方に暮れて」。‘deal with …’ は「・・・を扱う、論じる；〈問題・事件など〉を処理［処置］する；〈問題など〉に対処する（cope with, treat）」。‘immoral’ は「〈人・行為などが〉道徳に反する（⇔moral）」。

‘The … centre’ は「（県民交流センターの）副館長」。‘deputy’ は「代理（人）、代表者；副官、補佐官」。‘although … properties’ は「生活費の削減が理由であっても他人のものを盗むのは許せない」。‘although it is one thing to/that …’ は「仮に・・・（すること）が理由のひとつであろうと」といった感じのニュアンスです。‘unforgivable’ は「許すことのできない、容赦ならない」。分解すると ‘un-’（・・・でない）＋ ‘forgiv(e)’（許す） ＋ ‘able’（可能な）です。‘property’ は「［集合的に］財産、資産、所有物」。‘not … rule’ は「道徳的な観点のみならず、社会ルールの観点で（許せない）」。‘not only[just, merely, simply] A but (also) B’ は「AばかりでなくBも」。‘moral’ は「道徳の、倫理上の；モラルに関する」。‘viewpoint’ は「見地、観点、立場（point of view）」。



タイトルの “Facilities flushed with toilet paper thefts”　は「施設はトイレットペーパー泥棒にカンカン」。‘(be) flushed with …’ は「［怒り・熱などで］顔を真っ赤にする；〈人が〉［・・・で］興奮する」。‘flush’ には「トイレの水を流す」という意味があります。

トイレットペーパーの騒動と言えば、１９７３年の第４次中東戦争を発端にして起こった第一次オイルショック（oil crisis）時に、石油とは直接関係のない洗剤やトイレットペーパーなどの物資が買い占められた「トイレットペーパー騒動」が想い起こされます。現在も原油高という状況は同じですが、「盗み」なだけに、施設側はまさに犯人の「しりぬぐい」をさせられている状況です。まったく、ケツのあなが太い（ずうずうしい）というか、小さい（けち）というか。。。（トイレだけにね）
