野菜３品目に燃料費転嫁へ
ＪＡ鹿児島県中央会とＪＡ県経済連は、Ａコープで販売するピーマン、ナス、トマトの３品目について、重油高騰分を店頭価格に転嫁する「燃料油価格変動調整金（青果物燃料サーチャージ）」を導入する方向で検討に入った。園芸農家の経営を支援するとともに、青果物の適正価格について問題提起するのが狙い。県中央会などによると、ハウス加温に必要なＡ重油価格はこの４年余りで２．６倍に上昇している。

JA mulls fuel surcharge
Kagoshima Prefecture’s Japan Agricultural Cooperatives (JA Group Kagoshima) and the prefecture’s JA Economic Federation have begun to discuss the introduction of the so-called monetary compensation for fuel price fluctuation (fuel surcharge for fruits and vegetables), in which soaring fuel prices will be shifted to shop prices, including three items sold at its A-coop stores: green peppers, aubergines and tomatoes. This measure is aimed at supporting the management of horticultural farmers and to raise questions about the fair price of their products. According to the JA Group Kagoshima, the price of Banker A crude oil, which is necessary to heat greenhouses, has risen 2.6 times in the past four years.

‘Kagoshima … Cooperatives’ は「鹿児島県の日本農業組合（農協）」。「JA」は ‘Japan Agricultural Cooperatives’ の頭文字を取ったもの。‘the … Federation’ は「県の経済連」。‘discuss’ は「・・・を話し合う、議論する(talk about)」。‘discuss about ~’ とは言わないので注意。‘introduction’ は「導入」。‘so-called’ は「いわゆる～」。‘monetary … fluctuation’ は「燃料油価格変動調整金」。‘monetary’ は「貨幣の、通貨の；金銭的な、金融の」。‘compensation’ は「埋め合わせ；賠償、保証」。‘fluctuation’ は「（物価などの）変動（change, movement, wave）、不安定（instability）；動揺（disturbance, flutter, shock）」。‘in … prices’ は「（燃料油価格変動調整金では）原油価格の高騰が店頭価格に転嫁される」。‘soar’ は「（鳥・飛行機・ボール・スキーヤーなどが）舞い上がる；（物価・利益などが）急上昇する」。‘shift’ は「（人・物・視線・注意など）を（・・・に）移す、変える（move）；（責任など）を（・・・に）転嫁する（transfer）」。‘green pepper’ ‘aubergine(egg plant)’　はそれぞれ「ピーマン」「なすび」。

‘This … farmers’ は「この施策は園芸農家の経営を支援するためのものである」。‘This measure’ が指すのは「燃料油価格変動調整金（青果物燃料サーチャージ）」の導入。‘(be) aimed at ~(doing)’ は「（計画などが）・・・するように意図されている」。‘horiticulture’ は「園芸」。‘to … products’ は「彼ら（園芸農家）の作物の適正価格について問題息するためである」。‘raise question about …’ は「・・・について問題提起する」。

‘According to …’ は「・・・によると」という決まり文句。‘the price … years’ は「ハウスを加温するのに必要なＡ重油価格はこの４年余りで２．６倍に上昇している」。‘(be) necessary to/for …’ は「（物・事が）（・・・には／・・・のために）必要な（essential, indispensable）」。‘in the past ~ years’ は「過去～年間で（in the last ~ years）」。



タイトルの “JA mulls fuel surcharge”　は「JAが燃油サーチャージを検討中」。
‘mull’ は「・・・をじっくり考える、熟考する」。

イギリスなどで普及し、最近日本でも話題になりつつあるものに「フード・マイレージ」というものがあります。これは、食料が産地から消費者の手元に辿り着くまでの輸送に要する燃料及び二酸化炭素の排出量を輸送距離と重量で数値化した指標であり、地産地消（地元で生産されたものを地元で消費すること）などの推進を目的としています。
食料を世界各地からの輸入に頼る日本は世界で最も高い値になっており、食料自給率の低下が実は地球温暖化にも関与しているという、新たな側面を示すものとも言えそうです。価格の高騰やメタボなど、今こそ食生活を見つめ直すいい機会かもしれません。欧米的食生活を見直し、地元で採れる季節の野菜を使った献立てを考える・・・こういった消費者の行動が、日本の「食」を立て直す第一歩かもしれません。
