天文館を「ホコ天」に
鹿児島商工会議所政策研究会は、鹿児島市の中心市街地活性化を目指した提言書をまとめた。天文館電停付近を歩行者と公共交通機関だけに開放された街路にするなど、２６の具体的施策を提起している。諏訪秀治会頭（６４）＝鹿児島トヨタ自動車社長＝は「実現させるための体制づくりと連携強化を図りたい」と話した。

Tenmonkan plotted to be ‘pedestrians’ paradise’
The Kagoshima Chamber of Commerce and Industry’s workshop for policy research has released its report containing recommendations for the revitalisation of Kagoshima City’s central area. In the report, the research team poses 26 priority policies that include making the area around the Tenmonkan tram exclusive to pedestrians and public transportation only. The head of the board of trade, Mr. Suwa Hideharu (64), the president of Kagoshima TOYOTA Co., said they will work hard to establish a framework and strengthen collaboration with parties concerned in order to realise their visions.

‘The … research’ は「鹿児島商工会議所政策研究会」。‘Chamber of Commerce and Industry’ は「商工会議所」。‘a board of trade’ とも言います。‘workshop’ は「（小規模の）研修会、研究会、講習会、勉強会」。‘policy’ は「（政府・政党などの）政策、（会社などの）方針」。‘has … area’ は「鹿児島市中心地区の活性化のための提言を含む報告書を公表した」。‘release’ は「解き放す；（情報など）を発表する、公表する」。‘contain’ は「（中身の全体として）含む、持っている」。‘recommendation’ は「推薦；推薦状、提言書」。

タイトルの “Tenmonkan plotted to be ‘pedestrians’ paradise’”　は「天文館の『歩行者天国』が構想される」。
‘plot’ は「陰謀を企てる；（小説などの）構想を組む」。‘paradise’ は「天国、極楽（heaven, Eden, promised land）」。

この計画では公共交通機関は運行するので、いわゆる「歩行者天国」ではありませんが、一般の自動車がいなくなれば、自転車でも走りやすくなるかもしれません。中心部の混雑解消や、地球温暖化対策として、特定地域への車の乗り入れを規制する動きは世界各地で見られますが、車がいない天文館を想像するだけでも興味深い構想です。
