メタボ健診始まる
生活習慣病になる可能性が高いメタボリック症候群の早期発見を目的とする特定健診が鹿児島県内で始まった。国は２０１２年度の目標受診率を６５％と定め、達成できない自治体にはペナルティーが課される。大口市では、国民健康保険加入者の受診料を無料にするなどして受診率の向上を図っている。

No waste around waist?
Municipalities throughout the prefecture have implemented a specific health check-up that aims at an early detection of metabolic syndrome, which causes ‘life-style related diseases’. Municipalities nationwide are required to achieve the stated consultation rate of 65% by 2012 or will receive a penalty from the central government. In order to meet the target, Okuchi City has decided to offer free check-ups for members with national insurance as a way to increase the rate.

‘Municipalities … prefecture’ は「県内の地方自治体」。‘have … check-up’ は「特定健診を実施した」。‘implement’ は「実施する、実行する」。類は ‘carry out’。‘health check-up’ は「健康診断」。‘medical(physical) check-up’ とも言います。‘that … syndrome’ は「メタボリック症候群の早期発見を目的とした」。‘aim at …’ は「・・・を狙う、目指す」。‘detection’ は「発見；検出」。‘life … diseases’ は「生活習慣病」の訳です。‘relate to …’ で「・・・に関係がある、関連づける」。



“Municipalities nationwide are required to achieve the stated consultation rate of 65% by 2012 or will receive a penalty from the central government.”

‘Municipalities … 2012’ は「全国の自治体は２０１２年度までに公表された６５％の目標を達成することが求められる」。‘nationwide’ は「全国の」。‘(be) required to …’ は「・・・することが求められる」。‘achieve’ は「達成する」。類は ‘accomplish’ ‘carry out’ ‘fulfil’ など。‘state’ は「（意見・問題・事実など）をはっきり述べる」。
‘or … government’ は「さもなければ中央政府からペナルティが課される」。‘or’ の基本的な用法は ‘A or B’（ＡまたはＢ）という「選択」ですが、前後の文を対比させることで上記のように「警告」（‘if not, otherwise’）として使うことができます。‘central government’ は ‘local government’（地方自治体）に対する「中央政府＝国」を表します。

‘In … target’ は「目標を達成するために」。‘in order to …’ は「・・・するために；・・・する手段として」。‘meet a target’ で「的に当てる；目標を達成する」。‘target’（目標）に ‘meet’（出合う）ということです。ほかにも ‘meet the demand’（需要に見合う）‘meet one’s satisfaction’（人の満足に見合う＝満足させる）などの表現があります。
‘Okuchi … check-ups’ は「大口市は無料で健診を行うことを決めた」。‘offer’ は「・・・を提供する；提示する」。‘members … insurance’ は「国民保険加入者」。‘as … rate’ は「その割合（受診率）を上げる手段として」。



タイトルの “No waste around waist?”　は「お腹回りにムダはない？」。

‘waste’ は「廃棄物；残り物；老廃物」。‘waist’ は「腰（のくびれ）；胴」。‘back’（背中）と ‘hip’（おしり）の間に当たる部分です。発音が同じ ‘wasit’ と ‘waste’ で韻を踏ませています。

GAiGOでも４月に市の保健所で定期健診があります。
メタボ対策で今年から始まるお腹回りの計測で引っ掛かったら、ガイゴ・ボクササイズクラブに強制加入です！（笑）
