鹿児島市議選スタート
任期満了に伴う鹿児島市議会議員選挙が６日、告示された。合併後初の全市域を対象とした選挙で、定数５０に対し５８人が届け出た。各党は、今市議選を次期衆院選に向けた地盤固めの選挙と位置づけている。投票は１３日で即日開票される。

City assembly race starts
On April 6, candidates for the Kagoshima City assembly election were notified of the expiration of the current term, and a total of 58 candidates registered competing for the 50 seats. This will be the first election since the city merged with its neighbouring smaller towns. Each party is positioning the election as fence-mending for the next Lower House election. The vote will take place on the 13th and the ballots will be counted on the same day.

‘candidates’ は「立候補者、志願者」。‘the … election’ は「鹿児島市議会選挙」。‘assembly’ は「集会、議会」。類は ‘council’ ‘congress’ ‘parliament’ ‘diet’ ‘house’。
‘(were) notified … term’ は「任期満了が通知された」。‘ a total … seats’ は「５０議席を争って５８人の候補が登録した」。‘nominee’ は「氏名（推薦、任命）された人」ですが、ここでは ‘candidate’ の言い換えとして使っています。‘competing … seats’ は「５０議席を争って」。‘compete’ は「（・・・を得るために）競争する、張り合う」。

‘merged … towns’ は「近隣の小さな町と合併した」。‘merge with …’ は「・・・と合併する」。‘neighbour’（neighbor）は「隣（近く）にある；隣人、隣国」。



“Each party is positioning the election as fence-mending for the next Lower House election.”

‘party’ は「パーティ、社交的な会；政党」。‘(is) positioning …as ~’ は「その選挙を～として位置づけている」。‘position’ は「・・・を（・・・と）位置づける、みなす」。類は ‘regard’　‘consider’ など。‘fence-mending’ は「地盤固め；関係修復」。類は ‘foothold’ ‘footing’（足がかり）。‘Lower … election’ は「衆院選」。‘Lower house’（the Upper House）はアメリカなどの「（２院制議会の）下院」で、「衆議院」の正式な訳は ‘the House of Representatives’です。因みに「参議院」は ‘the House of Councillors’ または ‘Upper house’（the Lower House）。

‘vote’ は「投票」。‘ballot’ ‘poll’ とも。‘take place’ は「実施される」。類は ‘(be) held’。‘the ballots … day’ は「即日開票される」。‘count’ は「・・・を数える；勘定に入れる」。

（卵が孵る前に鶏の数を数えるな＝取らぬ狸の皮算用）。





タイトルの “City assembly race starts”　は「市議選がスタート」。

今回の市議選の結果は、自民党の現職が一人落選した一方で民主党は全員当選し、議席を２つ増やしたほか、無所属で出馬した新人７人は全員落選しました。投票率は４９．９７％と過去２番目の低さでした。投票率の低さの理由としては様々な要因があるのでしょが、基本的には市民の政治意識に比例すると思われます。政治とはつまり、国の在りようを決めるものです。つまりは政治意識を高めることが、本当の意味での「愛国心」を育むことになるのではないでしょうか。
