県内官公庁で初仕事
鹿県内の官公庁で４日、２００８年の仕事始め式があった。トップは厳しい地方財政の課題解決に知恵を絞るよう職員らに求める一方、ＮＨＫ大河ドラマ「篤姫」の放映開始やねんりんピック開催による観光面などの追い風に期待した。伊藤祐一郎知事は「県財政は厳しいが、鹿児島の将来に新たな命を吹き込む施策を探らねばならない」と奮起を促した。

On Jan.4, ceremonies were held at government offices throughout the prefecture to mark the resumption of duties after the New Year’s break. Top officials asked their subordinates for much further cost-cutting efforts in order to contribute to the severe local financial situation. On the other hand, they have placed high expectations on the tourism industry boosted by this year’s broadcasting of NHK’s period drama that features home-grown “Princess Atsuhime”, along with the hosting of a national sports meeting for the elderly. Gov. Ito Yuichiro called for implementing proactive measures for the future of Kagoshima, despite current fiscal pressures.

‘ceremonies’ は「式典」。‘(were) held’ は「行われた」。‘government offices’ は「官庁」。‘to mark … duties’ は「仕事の再開を祝うために」。‘mark’ の原義は「・・・に印をつける」で、「・・・を特徴づける、・・・を記念する」といった意味になります。‘duty’の原義は「（自らに対する）義務、本分」で、「職務、任務；税金；兵役」などを表します。‘the … break’ は「正月休み」。




“Top officials asked their subordinates for much further cost-cutting efforts in order to contribute to the severe local financial situation.”

‘Top officials’ は「（公務員、会社などの）トップ、幹部」。‘subordinates’ は「部下」。もとは「補助的な；下位の」という意味です。類は ‘staff’。‘much … efforts’ は「更なる経費削減努力」。‘in order to … situation’ は「厳しい地方財政の状況に貢献するために」。「厳しい地方財政の課題解決に知恵を絞る」は、端的に言い換えれば「コスト削減努力をする」ということです。

‘On the other hand’ は「一方で」。‘(have) placed … on ~’ は「～に大きな期待を寄せた」。‘place’ の代わりに ‘put’ ‘set’ ‘raise’ ‘lay’ ‘hang’ なども使えます。 ‘expectation’ は ‘hope’ に比べて、期待するだけの十分な理由があることを含んでいます。
‘the tourism industry’ は「観光産業」。‘boosted by …’ は「・・・に後押しされて」。類は ‘thanks to …’ ‘benefit from …’ ‘buoyed by …’ ‘ride on the strength of …’ など。
‘broadcasting of … drama’ は「ＮＨＫ大河ドラマの放映」。‘period’ は「（ある特定の）時代」。‘features … Atsuhime’ は「地元出身の篤姫を主役にした」。‘feature’ は「・・・を特集した；・・・を特徴づける」。
‘along with …’ は「・・・と一緒に；に加えて」。‘the hosting … elderly’ は「高齢者のためのスポーツ大会の開催」。‘host’ は「（会など）を主催する、接待する」。類は ‘hold’ ‘organize’。



“Gov. Ito Yuichiro called for implementing proactive measures for the future of Kagoshima, despite current fiscal pressures.”

‘Gov.’ は ‘Governor’（知事）の省略形。‘called for …’ は「・・・を呼びかけた、要求した」。‘implementing … Kagoshima’ は「鹿児島の将来のための前向きな施策の実施」。
‘implement’ は「（計画など）を実行する、実施する」。類は ‘carry out’。‘proactive’ は「先取りする、事前対策となる」。‘despite … pressure’ は「厳しい財政状況ではあるが」。 ‘despite …’ は「・・・にも関わらず」。類は ‘in spite of’。‘current’ は「今の、現時の」。原義は「流れ」という意味です。‘fiscal pressure’ は「財政圧力」。



タイトルの “Back to routines”　は「日常業務への復帰」。
‘routine’ は「決ってすること、日課」。中期フランス語の ‘route’（旅慣れた道）」が基になっています。

2007年は「偽」の年でしたが、2008年は一体どんな年になるのでしょう。いえ、大切なのは、「どんな年にするか」ということですね。
