「限界集落」実態調査へ
鹿児島県は、６５歳以上の高齢者が半数を超え集落機能維持が困難な「限界集落」について、県内の全市町村を対象に初の実態調査を行う。各市町村が国や県に求めたい側面支策も含め調査し、本年度中に調査分析結果をとりまとめる。結果は、各市町村の政策にも生かされるよう情報提供する。

Save the towns on the edge
Kagoshima Prefecture will conduct its first prefecture-wide survey on the actual conditions of “malfunctioning municipalities,” where more than half of the population are elderly aged 65 and over. The authority will also question their needs for indirect support from the prefecture and state, and will compile the results within this fiscal year. The report will be provided to the local authorities on demand so that it can be reflected in their politics.

‘conduct’ は「（調査など）を行う」。‘prefecture-wide survey’ は「県内全域の調査」。‘actual conditions’ は「実態」。“malfunctioning municipalities” は「機能不全の自治体」。 ‘mal-’ は「悪い、不完全な」という意味を表す接頭語で、‘maladaptive’（適応性のない） ‘malcontent’（不満の）‘maldevelopment’（発育異常）‘malnutrition’（栄養失調）などの表現があります。
‘elderly’ は「年配の」。‘old’ や ‘aged’ より丁寧な言い方です。‘aged … over’ は「６５歳以上の」。日本語で「６５歳以上」というと「６５歳」も含まれますが、英語ではこれに直接相当する表現はなく、’65 and/or over(older)’ という表現で表されます。

‘The authority’ 「当局」で、ここでは「鹿児島県」のこと。‘question … support’ は「側面支援の必要性について尋ねる」。‘state’ は「国」で、特に「法律的・政治的な概念としての国家」を意味します。対して ‘country’ は「地理的な国土としての国」、‘nation’ は「歴史的共同体としての国民からなる国」を意味します。
‘compile the results’ は「結果をまとめる」。‘compile’ は「編集する」。因みに新聞や映画などの「編集」は ‘edit’ と言います。‘fiscal year’ は「会計年度」。




“The report will be provided to the local authorities on demand so that it can be reflected in their politics.”

‘(will be) provided’ は「提供される」。‘the local authorities’（地方当局）は「県内の市町村」のこと。‘on demand’ は「要求あり次第」。‘so that ~’ は「～できるように」。‘(be) reflected in … politics’ は「彼らの政策に反映できるように」。‘reflect’ は「反射する、反映する」。類は ‘mirror’。



タイトルの “Save the towns on the edge”　は「崖っぷちのまちを救え」。
‘edge’ は「刃先、縁、端」。‘on the edge’ は「境目の上」という意味から「～寸前、ピリピリして」という意味になります。
I.e. ‘live on the edge’　きわどい生き方をする、社会の底辺で生きる
また、‘on the cutting-edge’ というと「最先端にある、最先端を駆使して」という意味になります。‘cutting edge’ は「刃先」。
