繁華街が全面禁煙へ
鹿児島市は１１月１日から同市天文館の４つの通りと、中央町の一部を新たに路上禁煙地区に指定する。市の「みんなでまちを美しくする条例」に基づくもの。今回の指定で、市内繁華街にある商店街アーケード内はすべて禁煙となる。まち美化推進指導員が注意や指導してもポイ捨て行為をやめない場合には、2000円の過料が科せられる場合もある。

Smokers to be cracked down in downtown
Kagoshima city will designate new non-smoking areas in four streets of the Tenmonkan district and part of Chuo town starting on Nov. 1. This measure will be carried out under the city’s streetscape ordinance, by which all arcades in the downtown area will be banned from smoking. People will also face a possible fine of \2,000 for littering cigarette buts if they should not obey the warning by inspectors.

‘designate’ は「指定する」。‘non-smoking area’ は「禁煙地区」。‘no-smoking’ とも綴ります。

‘measure’ は「施策」。‘carry out’ は「実施する」。‘streetscape ordinance’ は「町並みの美化条例」。‘ban from ~’ は「～を禁止する」。

‘face a possible fine of \2,000’ は「￥2000の過料を科せられる可能性がある」。因みに「過料」は「軽い行政罰」のこと。‘litter’ は「～を散らかす」。‘cigarette but’ は「吸殻」。 ‘if they should not ~’ は「もし彼らが～しなかったら」。‘obey the warning by inspectors’ は「監視員による注意に従う」。



タイトルの “Smokers to be cracked down in downtown” は「喫煙者が街中で取り締まられることに」。‘crack down’ と ‘down town’ で韻を踏ませています。

先日厚生労働省が発表した「喫煙率」によれば、昨年に比べて男性が減少した一方、女性は上昇が続いているそうです。女性の喫煙は特に妊娠時の悪影響が心配されていますが、喫煙率の上昇は、恐らくは女性の社会進出の増加に大きく関わっているのでしょう。

喫煙による健康被害に関しては、タバコのパッケージにも表示義務が課されるなど、徐々に周知が進んでいるとは思いますが、そういった事実を知った上での喫煙は自己責任の問題です。しかし、公共の場での喫煙は、他人にまで「受動喫煙」による健康被害を与える可能性があるほか、タバコの火による通行人の火傷や服などの焦げ付き、吸殻のポイ捨てや、煙による煤汚れなど、まさに「百害あって一利なし」といった感じです。愛煙家自身のためにも、徹底した「分煙」が必要不可欠です。
