「ビッグイシュー」天文館デビュー
ホームレスなどの自立を支援する雑誌「ビッグイシュー」（１冊３００円）の販売が６月１日、鹿児島市天文館地区で始まった。天文館通電停近くのアーケードで、月、水曜日を除く正午～午後２時と午後４～７時に販売する。販売する同市上荒田町の元大工・松尾勝義さん（５９）は「社会復帰につなげたい」と意気込んでいる。

‘The Big Issue’ appears in Tenmonkan
‘The Big Issue’, a magazine that is published to support the independence of homeless people, held its sales launch in Kagoshima city’s Tenmonkan District on June 1. At a cost of 300 yen per issue, the magazine will be sold in the arcade near the Tenmonkan tram stop everyday except Mondays and Wednesdays from noon to 2pm and 4pm-7pm, respectively. One of the vendors, Mr. Matsuo Katsuyoshi (59), a former carpenter from the city’s Uearata-cho, expressed his enthusiasm saying he would like to use the opportunity to reintegrate into society.

‘a ... people’ は「ホームレスの人々の自立を支援するために発行される雑誌」。‘publish’ は「〈書籍など〉を出版する、発行する（issue）」。‘independence’ は「独立、自立」。‘held … launched’ は「販売を開始した」。‘District’ は「（行政・司法・教育などの目的で区分された）地区、区域、管区」。

‘At … issue’ は「1冊300円で」。‘at the cost of …’ は「・・・を費やして；・・・を犠牲にして」。‘tram stop’ は「電停」。‘everyday … Wednesdays’ は「月曜日と水曜日以外の毎日」。‘respectively’ は「それぞれ」。

‘One of …’ は「・・・の一つ」。‘vendor(s)’ は「（街頭の）物売り；行商人（seller）」。‘former’ は「元の、前の（ex-）」。‘expressed … enthusiasm’ は「熱意を述べた」。‘saying …’ は「・・・と言って」。‘he … society’ は「その機会（雑誌の販売のこと）を社会復帰のきっかけにしたい」。‘reintegrate into society’ は「社会復帰をする（readjust[reintegrate, return] to society, re-enter society, etc.）」。


タイトルの “‘The Big Issue’ appears in Tenmonkan"　は「『ビッグイシュー』が天文館に登場」。

「ビッグイシュー」は1991年にイギリスのロンドンで生まれ、日本では2003年9月に創刊されました。ホームレスの救済ではなく、仕事を提供し自立支援を行う事業です。

その仕組みは、まずホームレスに対して最初に10冊を無料提供します。1冊300円のビッグイシューを完売すると利益が3000円出ることになり、それを元手にして、その後は自分でビッグイシューを1冊140円で仕入れて販売します。つまり、1冊につき160円が販売者の利益になります。

行政がいかに大義名分を振りかざして様々な政策を打ち出しても、結局は経済性、つまりは「利益」が生まれなければ絶対にうまくいきません。その意味では、「ビッグイシュー」のような社会的企業による活動は今後も重要性を増していくでしょう。
