鹿大“農援隊”発足へ
鹿児島大学は２００９年度、農学部の学生・院生約１４００人を対象に「農業ボランティア隊」を募り、高齢化や後継者不足に悩む鹿児島県の農家を支援する取り組みに乗り出す。学生が農業現場の実情や農作業を学ぶ機会をつくるとともに、国内有数の食料供給基地の“農援隊”として農山村を活性化させる狙い。大学はボランティア活動の単位化や「認定証明書」発行も視野に入れている。

It’s necessary! It’s primary!
Kagoshima University will launch a project to dispatch volunteer workers recruited from around 1,400 undergraduate and postgraduate students of agriculture to farms throughout the prefecture that are suffering from aging or heirless problems. The aim of the project to activate the local rural areas that are one of the nation’s top food suppliers while providing the students hands-on training through which they can learn the actual circumstances and operation of the primary industry. The university also intends to make the volunteer activity one of its courses and to issue a certificate for it.

‘launch’ は「〈人が〉〈事業など〉を始める；〈飛行機など〉を飛び立たせる、〈ロケットなど〉を打ち上げる」。‘dispatch’ は「〈使者・軍隊など〉を急派［派遣］する；〈手紙・小包など〉を急送［発送］する」。‘recruited from …’ は「・・・から募集した」。‘undergraduate’ は「（４年生大学の）学部学生；大学生」。‘(post)graduate’ は「大学院生、研究科生」。‘agriculture’ は「農業；農学」。‘(are) suffering from …’ は「〈人などが〉〔病気などで〕で苦しんでいる、悩んでいる」。‘aging’ は「高齢化、（建物などの）老朽化；（製品の）ならし、ねかし」。‘heirless’ は「後継者［相続人・跡継ぎ］のいない」。

‘aim’ は「（特定の）目標、目的、意図」。‘reactivate’ は「・・・を再び活発にする、復活させる（revive, revitalise）」。‘rural area(s)’ は「農村部［地域］」。‘food supplier(s)’ は「食料の供給地［者、国］；食材メーカー」。‘hands-on training’ は「実地訓練［研修］」。‘actual circumstances’ は「現状」。‘the … industry’ は「第一次産業」。‘primary’ は「最も重要な（most important）；初期の、原始的な；本来の、根本的な」。

‘intend(s) to …’ は「〈人が〉・・・するつもりである、しようと思う（be going to do）」。‘issue a certificate’ は「証明書を発行する」。


タイトルの “It’s necessary! It’s primary!”　は「それはネセサリー（必要だ）！それはプライマリー（重要だ）！」。
‘primary’ は ‘primary industry’（第一次産業）も掛けています。
この表現にピンときた人はアニメーションの『The World of Golden Eggs』のファンですね。もしくは日産のＣＭでも使われていたので、あの独特の「ネセサリー・ソング」を聞いたことがあるかもしれません。筆者もハマっています。
