給食費滞納　タダでは済まさない！
阿久根市は学校給食費の悪質な長期滞納者に対し、早ければ来年３月から、法的手段による徴収を行う方針を１０日までに固めた。２００２年から６年間の滞納累計が６７０万円を超え、同市給食センターの運営に支障を来しているためで、鹿児島県内の自治体で同様の方針を決めたのは初めて。同センター所長は「高級車を乗り回したり、娯楽に使うお金があっても滞納する悪質事例もある。悪質な滞納者への抑止効果が狙い」などと説明した。生活困窮者については生活保護や就学援助の申請を求める。

Corrupt parents eating away school lunches
Akune City announced on December 10 that from next March at the earliest, it had in principle agreed to take legal action in collecting school lunch fees from persistent non-payers who have fallen behind with the payments over a long time. The decision was made because the unsettled fees have been an obstacle for the city in managing its school lunch centre as the total debt has exceeded 6,700,000 yen in the six years since 2002, therefore encouraging the city to set the new policy for the first time in the prefecture. The director of the centre explained that the measure is aimed at deterring unprincipled non-payers as, in some cases, such parents prefer to spend the money on luxury cars or entertainment. The authority will also ask poor or needy families to file applications for livelihood protection or school expense subsidies.

‘announced’ は「・・・を発表した、公表した」。‘at the earliest’ は「早くて、最短で（⇔ at the latest）」。‘in principle’ は「原則として」。‘take … action’ は「法的措置を取る」。‘in … fees’ は「給食費を回収するときに」。‘persistent non-payers’ は「長期滞納者」。‘persistent’ は「しつこい、固執する；〈普通以上に〉持続する、永続的な」。‘who … time’ は「長期間支払いを滞納している人」。‘fall behind’ は「〔仕事などで〕遅れる；〔税金などを〕滞納する」。

‘The authority’ は「当局（阿久根市のこと）」。‘poor … families’ は「生活困窮家庭」。‘file applications’ は「申請書を提出する」。‘school … subsidies’ は「就学援助」。‘subsidy’ は「補助金；助成［奨励］金」。


タイトルの “Corrupt parents eating away school lunches”　は「堕落した両親が給食を食い尽くす」。
「両親」は本来、同音異義語の「良心」と同義であって欲しいですが、最近は学校に自分勝手な無理難題を押しつける「モンスターペアレンツ」が社会問題になっています。しかし、これは何も学校に対する保護者という構図に限ったことではなく、会社に対して理不尽なクレームをする「クレーマー」も昔に比べて増加しているようです。近年続発する無差別殺傷事件や産地偽装問題など、社会を揺るがす事件が次々と発生していますが、問題の根底は共通しているように思えます。
