いづろアーケード完成
改修中だった鹿児島市天文館地区のいづろ通りアーケードが完成し、いづろ商店街振興組合は今月の５－７日に記念イベントを開いた。アーケードは市電天文館通電停－いづろ通電停の電車通り両側の総延長約５６０メートルで、総事業費は約９億６０００万円。同振興組合の川井田保夫理事長（７４）は「雨の日も大丈夫になり、天文館の回遊性を高めることができた。九州新幹線鹿児島ルート全線開業に向けソフト面の充実にも取り組み、天文館全体を活性化させたい」と話した。

Tenmonkan renews its roof
Arcades along Kagoshima City’s Izuro Dōri shopping street in the Tenmonkan district have been refurbished and the Izuro Shopping Street Promotion Association held a memorial event on the 5-7 of this month. New roofs appeared on both sides of the tram line between the Tenmonkan and Izuro Dōri stops, where the total extension is about 560m and cost about 960,000,000 yen. The chairperson of the association, Mr. Kawaida Yasuo (74) said the new arcade would promote the flow of shoppers even on rainy days. He also said that they would like to improve the services of the mall before the opening of the completed Kyushu Shinkansen Line (which will directly connect to the major city of Fukuoka), thus playing a leading role in revitalising the whole Tenmonkan district.

‘shopping street’ は「商店街（shopping arcade[centre, district], mall）」。‘(have been) refurbished’ は「改装された（renovated, remodelled, redecorated）」。‘the … Association’ は「いづろ商店街振興組合」。‘held’ は「開催した、実施した」。‘memorial event’ は「記念イベント」。

‘New roofs’（新しい屋根）は「新しいアーケード」のこと。‘appear’ は「現れる、姿を現す」。‘tram line’ は「電車通り」。‘the total extension’ は「総延長」。

‘chairperson’ は「議長、司会者；委員長、会長；監督、責任者」。‘chairman’ も同じ意味ですが、女性の場合には使えません。‘the … days’ は「その新しいアーケードは雨の日でも買い物客の流れをよくするであろう」。‘promote’ は「・・・を促進する、奨励する」。‘flow’ は「（絶え間ない）流れ（current, flood, tide, flux）」。

‘they … mall’ は「商店街のサービスを向上させたい」。「ソフト（面）」は、「ハード（面）」と対でコンピューター（今年からマイクロソフトは「コンピュータ」から長音の表記を変えました）用語から派生して、日本語では「中身」を意味する比喩表現として定着していますが、英語の ‘software’ にはそのような意味はありません。ここでいう「ソフト」とは、「ハード」である「アーケード」（施設）に対して、客に対する「サービス」のことですね。
‘the … Line’ は「九州新幹線の全線開通」。‘which … Fukuoka’ は「（九州新幹線の全線開通は）大都市・福岡と（鹿児島を）直接結ぶ」。日本語の文ではない部分ですが、九州新幹線の全線開通が意味することを補足的に入れてみました。‘thus’ は「このように、そのように（in this way）」。‘play a leading[leadership, initiative] role[part]’ は「（・・・において）主導的な役割を果たす」。‘revitalis[z]e’ は「（地域・経済など）に新しい活力［生命］を与える（review）；再活性化させる」。



タイトルの “Tenmonkan renews its roof”　「天文館が屋根を刷新」。
衰退が叫ばれて久しい天文館ですが、これをきっかけに、新しい屋根（roof）をぶち抜くような天井知らず（‘hit[go through] the roof[ceiling]’）の売り上げを目指す、といったところでしょうか。
