日米共同訓練始まる／鹿屋航空基地
鹿屋市の海上自衛隊鹿屋航空基地を初めて使った日米共同訓練が１３日、始まった。米軍は訓練内容などについて「作戦や部隊の運用能力にかかわる」などの理由で情報を一切公表していない。訓練は１９日まで、九州周辺海域から南西諸島に至る海域で行われる。訓練を見に来た会社員男性（２９）は「このまま米軍の基地利用が恒常化し、有事の際、米軍の前線基地になるのではないか」と話した。

SDF-U.S. military exercise frightens Kanoya citizens
A joint military exercise between Japanese Self Defence and U.S. forces, the first of its kind at the Maritime Self-Defence Force Kanoya Air Base, began in Kanoya City on November 13. Regarding the combined operation, the American force has not disclosed any information because it “would reveal the capabilities of the operations and troops.” The joint drill is taking place until the 19th in the sea between Kyushu and the southwest islands. An office worker (29) who went to see the practice said he was worried that the base could become constantly used as a frontline base for the U.S. military in times of emergency in the future.

‘A … exercise’ は「合同軍事演習」。‘Japanese Self Defence Forces’ は「自衛隊」。‘the … kind’ は「その手のものとしては始めて」。‘the … Base’ は「海上自衛隊鹿屋航空基地」。


“Regarding the combined operation, the American force has not disclosed any information because it “would reveal the capabilities of the operations and troops.”

‘Regarding …’ は「・・・に関して、・・・について」。‘the … operation’ は「（軍事）協同作戦」で、「日米共同訓練」のことを指します。‘disclose’ は「公開［開示］する（reveal, announce, make public）」。‘it … troops’ は「（情報の公開によって）作戦や部隊の能力が明らかになってしまうため」。‘capability’ は「能力、才能、性能（capacity）：（国家の）戦闘能力」。

‘The … drill’ は「共同演習」。‘take place’ は「行われる、開催される；（偶然に）起こる」。‘in … islands’ は「九州から南西諸島に至る海域で」。

‘office worker’ は「事務（職）員、会社員」。‘the … military’ は「米軍の前線基地そして恒常的に使用される可能性がある」。‘constantly’ は「絶えず、しきりに；繰り返して（too often）」。‘frontline’ は「（戦場・仕事などの）最前線の、第一線の」。‘in … future’ は「将来の有事の際に」。‘emergency’ は「緊急事態；突発事件；［婉曲表現としての］戦争（war）」。因みに、このようにニュースで年齢を明示するのは、欧米のメディアではあまり見かけません。年齢による就職差別を防止する意味で、履歴書でも明記しないようになっています。日本では、統計的な意味合いとは別に、儒教文化が反映されているのかもしれません。


タイトルの “SDF-U.S. military exercise frightens Kanoya citizens”　は「自衛隊と米軍の合同演習に鹿屋市民は戦々恐々」。

米軍といえば、在日米軍専用施設面積の約７５％が集中する沖縄は、県土面積の約１１％を同施設が占めており、戦後以来、長年に渡って戦闘機の離着陸時の騒音や、米軍人による犯罪などに悩まされています。一方で、若い世代では、生れた時からそのような状況に慣れていることから、米軍の存在が当たり前になっており、拒否感が薄れているという話も聞きます。日米関係は政治・経済・防衛などの面で重要であることは間違いありませんが、在日米軍基地問題は、本当の意味で民主主義が根付いていない日本の政治を根本的に考え直す上でも重要な問題であるといえます。
