徳之島で「油田構想」
徳之島３町でつくる「徳之島愛ランド広域連合組合」（組合長・大久保明伊仙町長）は神奈川県の環境プラント製作会社「ブレスト」と協力し、廃プラスチックから油を取り出して再利用する「徳之島油田構想」に取り組む。経済産業省が「低炭素社会に向けた技術発掘・社会システム実証モデル事業」として採択した２７プランの一つで、４月から稼動する。大久保組合長は「焼却炉の稼働を減らし、徳之島を『環境の島』『エコの島』としてアピールしたい。住民の意識啓発にもつなげたい」と話している。

Tokunoshima plans to become oil island
‘Union of Tokunoshima “Ai”(Love) Land Extended Association’ - comprising three towns in Tokunoshima chaired by Okubo Akira, Mayor of Isen town - will work on the ‘Tokunoshima Oil Initiative’ in collaboration with ‘Blest’, a Kanagawa Prefecture-based environmental plant production company, to extract oils from plastic waste for reutilisation. It is one of 27 plans adopted by the Ministry of Economy, Trade and Industry in its ‘Model Project of Discovery of Technology and Demonstration of Social System towards Low Carbon Society’, and the new plant will start operating in April. Okubo said he would like to promote Tokunoshima as an environmentally friendly island and, in doing so, heighten the local residents’ awareness (of environmental issues).

‘Union ~ Association’：「徳之島愛ランド広域連合組合」の訳　　　comprising …：・・・で構成される（composed of, consisted of）　　　(will) work on …：・・・に取り組む（work at）　　　in ~ with …：・・・と協同で（in cooperation with, in association with）　　　Kanagawa Prefecture-based：神奈川県に本拠を置く　　　extract … reutilisation：再利用のために廃プラスティックから油を取り出す。Extract ~ from … は「～を・・・から引き出す、取り出す、抽出する」。Reutilisation(reutilization)は「再利用（reuse）」。Re- は「再び、新たに」などを意味する接頭語。

He ~ island：（大久保組合長は）徳之島を環境に優しい島としてアピールしたい。Environmetally frindly は「環境に優しい（eco-friendly, environmentally benigh, environmentally enhauncing, green）」。　　　In doing so：そうすることによって（環境に優しい島としてアピールすることによって）　　　heightens ~ issues：住民の（環境問題に対する）意識を高めたい。Heighten(raise) the awareness of … は「・・・に対する認識を高める」。カッコ内の内容は、直接は言っていないですが補足的に訳をしています。

天然資源が乏しい日本ですが、レアメタル（希少金属）の「採掘量」が世界有数の資源国に匹敵する「都市鉱山」を保有していることはご存知でしょうか。都市部で大量に廃棄される家電製品にはこれらのレアメタルが多量に含まれており、事実、鉱山で採掘するよりも回収率が高いのです。（参照：住友信託銀行 調査月報 2008 年 8 月号「レアメタルと都市鉱山」http://www.sumitomotrust.co.jp/RES/research/PDF2/688_4.pdf）
徳之島の「油田構想」も「都市型油田」として確立し、徳之島ならぬ「得の島」として発展を遂げて欲しいものです。
