鹿児島中央駅が新装オープン
　鹿児島市のＪＲ鹿児島中央駅は２月１８日、増床しリニューアルオープンした。構内のテナント街「フレスタ鹿児島」は開店から混雑。約１２００平方メートルの土産物コーナー「みやげ横丁」は、品定めや試食する人で混雑した。
　核テナントのビックカメラ鹿児島中央駅店では、約３０００人（同店発表）が開店前に列をつくった。

子ども版「かごしま検定」
　鹿児島の自然や歴史の知識を問う「かごしまジュニア検定」が２月１５日から、鹿児島県内の小中学校３９２校で実施されている。
　同検定は、鹿児島の良さを知り、郷土愛を持つ子どもを育てようと鹿児島商工会議所が実施。３択式の２０問で、１５問以上の正解で合格証がもらえる。
　２月末までに小学５・６年生と中学１・２年生１万７４４９人が受験する予定。

“Kagoshima Junior Certification,” in which examinees are tested on their knowledge of nature and the history of Kagoshima, has been carried out at 392 elementary and junior high schools throughout the prefecture since February 15.
The certification test is conducted by the Chamber of Commerce and Industry of Kagoshima with the aim of encouraging children to learn about Kagoshima's charms, and thereby cultivate among them a sense of attachment to their hometown. 確定申告スタート
所得税の確定申告が２月１６日、全国一斉に始まり、鹿児島県内各地の会場にも多くの人が訪れた。３月１５日まで。期間の終盤は込み合うとして、鹿児島税務署は早めの申告や国税電子申告・納税システム（ｅ－Ｔａｘ）の利用を呼びかけている。当局によると、初日は午前に行列ができたものの、例年より混雑は緩和したという。

お伊勢講　南さつま市笠沙町
　南さつま市笠沙町片浦で２月１１日、お伊勢講があり、「オイヤナ、オイヤナ」の掛け声と共にひょっとこやてんぐなどの面を着け女装した青年らが集落を練り歩いた。沿道の人は、青年らの持つ木製のやりやなぎなたで頭に触れてもらい、家内安全と無病息災を祈った。
　伊勢参りの旅費を集めるため「おいやっな（いらっしゃいますか）」とあいさつして家々を回ったことから、「オイヤナ」の掛け声になったとの説がある。

“Oiseko” festival
An annual festival in Kataura, Kasasa Town, Minamisatsuma City,“Oiseko,” took place on February 11, in which young men wearing masks of long-nosed Tengu or pouting-mouth Hyottoko dressed as women and marched throughout the village along with the chants of “Oiyana, Oiyana.” People along the street had their heads touched by the paraders, with their wooden spears or long-handled swords, as they wished for the safety of their families and good health.
The chant of “Oiyana” is said to have derived from the local dialect of “Oiyanna” meaning “Are you there?,” which the villagers called out when visiting houses to raise money for the cost of travelling to the Ise Shrine (now in Mie Prefecture), a once-in-a-lifetime event for the people in the past.

鹿児島県「知事公室」新設へ
　鹿児島県が２０１０年度の組織機構改革で、伊藤祐一郎知事の直轄組織として「知事公室」を新たに設置することが２月８日分かった。知事の直轄組織とすることで、縦割り行政の弊害を生じにくくし、情報収集や分析・調査を総合的に推進。政権交代などによるさまざまな政治情勢の変化にも迅速に対応する狙いがある。
今月１９日に開会する３月定例県議会に、必要な条例改正案を提案する。

「さくら全線」へカウントダウン／鹿中央駅
　鹿児島県は２月１２日から１４日まで、九州新幹線全線開業「プレフェスタ」として、鹿児島市のＪＲ鹿児島中央駅を主会場にイベントを開いた。ミニ列車の運行や鉄道模型展、沿線の駅弁や特産品販売などで「あと１年」へ機運を盛り上げた。

The event featured the operation of a miniature train, the display of model railroads, and sales of boxed meals and specialties sold at stations along the route, thereby fostering, a year ahead of schedule, momentum for the opening of the bullet train line.
After the opening of the Kyushu Shinkansen line, Kagoshima Chuo Station and Shin-Osaka will be connected in roughly four hours by the Shinkansen “Sakura.”

「鹿児島－桜島」案検討へ　錦江湾横断道路
　鹿児島県は２月５日、薩摩半島と大隅半島を結ぶ「錦江湾（鹿児島湾）横断交通ネットワーク」についての基礎調査結果を公表した。「鹿児島－桜島」「鹿児島－垂水」「指宿－根占」の３ルート案のうち、事業費や交通需要などの観点から、「鹿児島－桜島案を中心に今後検討することが適当」としている。一方、今後検討すべき課題として、自然環境や景観への影響、大隅地域経済への影響などを挙げている。
　錦江湾横断交通ネットワーク可能性調査は、伊藤祐一郎知事が０８年の知事選で２期目のマニフェスト（政策綱領）に掲げ、０９年度予算に調査費を計上していた。

“Trans-Kinko Bay Road” plot unveiled
On February 5, Kagoshima Prefecture unveiled the result of the baseline examination on its envisaged “Trans-Kinko Bay (Kagoshima Bay) Transportation Network” that connects Satsuma and Osumi Peninsulas. Of the three proposed routes of “Kagoshima-Sakurajima,” “Kagoshima -Tarumizu,” and “Ibusuki-Nejime,” the authority suggested that the “Kagoshima-Sakurajima route” would be the most appropriate from the perspective of the project cost and the transport demand, among other reasons. On the other hand, it cited the effects on the natural environment, landscape and economy in the Osumi region as subjects of a future investigation.
During his gubernatorial election campaign in 2008 for a second term in office, Kagoshima Governor Ito Yuichiro had pledged, in his manifesto, the feasibility of the Kinko Bay Road investigation, and had earmarked the project cost for the 2009 budget.

川辺二日市
　南薩に春を告げる名物の川辺二日市が２月６日と７日の２日間、南九州市川辺の商店街であった。風がやや冷たかったものの、多くの買い物客が繰り出した。
　歩行者天国となった１．３キロの商店街には、通常より２割安い仏壇や骨董品、食べ物など約４００の露店が並び、バナナのたたき売りやチンドン行列がそぞろ歩きの人々を楽しませた。

高速無料化実験　県内は２区間
前原誠司国土交通相は２月２日、全国の高速道路のうち３７路線５０区間について、６月をめどに実験的に無料化すると発表した。鹿児島県内は東九州自動車道の末吉財部－加治木（３３キロ）と、南九州西回り自動車道の市来－鹿児島西（２１キロ）の２区間。自動料金収受システム（ＥＴＣ）の利用や車種にかかわらず、すべての車が対象となる。期間は来年３月末まで。

Maehara Seiji, the Minister of Land, Infrastructure, Transport and Tourism, announced a pilot plan on February 2 to make 50 sections on 37 expressway routes across the country toll free, beginning in June. In Kagoshima Prefecture, Sueyoshitakarabe-Kajiki section (33 kilometres) on Higashi-Kyushu Expressway, and Ichiki-Kagoshima-Nishi section (21 kilometres) on Minami-Kyushu Westbound Expressway will be subject to the toll-free trial. The quasi-freeway campaign will be applied to all cars regardless of the type of vehicle, and regardless of whether or not cars utilise the Electric Toll Collection System. The programme will last until the end of March next year.

“鹿児島の味”　香港でＰＲ
鹿児島県産食材の料理を提供する「鹿児島フェア」が１月２５日、香港の高級ホテル・インターコンチネンタル香港で始まった。２月末までの期間中、ホテル内のレストランで、ビュッフェ形式の“鹿児島メニュー”を提供する。
　試食会で伊藤知事は、「鹿児島には人を元気にする『本物の素材』があふれており、フェアはまさに本物づくし。皆さんに満足してもらえると自負している」とあいさつした。

漫画で「薩摩義士伝」
　鹿児島市教育委員会は、小学校高学年向けの漫画教材「薩摩義士伝」を作製した。市教委が漫画教材を作ったのは初めて。
江戸時代に木曽三川治水工事を指揮した薩摩義士平田靭負を中心に、これまで教科書に取り上げられることが少なかった先人の偉業を紹介する。
１月末までに、全市立小学校の５年生と市立図書館などに計７６００冊配布する。

　Kagoshima City Board of Education has made teaching material in the form of a comic book “Satsuma-gishi Den (Biography of Satsuma Loyalists),” for senior elementary school students. It is the first time for the city authority to produce a comic-tailored textbook.
　The textbook focuses on real life historical figures who have rarely been presented in textbooks, and the story revolves around Hirata Yukie of the Satsuma Clan who led the fatal flood control of Kiso River in the Edo Period (1600-1867).
　The authority will distribute a total of 7,600 copies to all fifth graders at elementary schools throughout the prefecture, and to the Kagoshima City Library by the end of January.

Unsung は「（まだ）歌われていない；（不当にも）世に知られていない」。Sing（歌う）の過去分詞形に、逆の意味を示す接頭語の “un-” がついた形です。教科書に登場するのは確かに優れた功績を残した人々ですが、歴史はそれら名高い人物だけで作り上げたものではなく、陰には様々な人々の働きがあったということを知るのは非常に大事なことです。また同時に、歴史はあくまでもひとつの観点から過去を振り返っているにすぎないということを理解することも大切なことです。

出水のツル北帰行始まる
　出水市の出水平野で越冬しているツルの北帰行が１月２７日、始まった。
鹿児島県ツル保護会によると、平年は２月初旬で、統計を取り始めた１９６４年以降最も早い旅立ち。北帰行は３月末まで続く。
　出水平野のツルは今季、２００９年１０月１２日に初飛来。最高１万１６３７羽を観測し、１３季連続の「万羽ヅル」を記録した。

According to the Kagoshima Prefecture Society for the Preservation of Cranes, a first group of cranes typically leaves the plain in early February, and this year marks the earliest farewell of the starting group since 1964, when they began taking the statistics. The departure of the migratory birds will be seen until the end of March.
　The first group of cranes were confirmed as flying into the Izumi Plain on October 12, 2009. Since then, the population was observed to peak at a total of 11,637, exceeding 10,000 for thirteen straight years.
