竹島問題で訪韓中止
中学校の新学習指導要領解説書への竹島（韓国名・独島）記載をめぐり、韓国側の反発が強まる中、鹿児島県議会は２３日、９月上旬に予定していた韓国・全羅北道議会への訪問を中止すると発表した。この他、大口市では少年サッカーチーム派遣が中止、鹿児島県国際交流協会も高校生交流の中止を決めた。

Takeshima blocks exchanges
Kagoshima prefectural assembly announced on July 23 that it will cancel its visit to the North Jeolla Province’s assembly in Korea in early September. This decision was made amid the growing anti-Japan sentiment on the Korean side due to the description of the disputed Takeshima Island (Dokdo in Korea) in a new instruction manual for educational guidelines in junior high schools. In addition, Okuchi City has also cancelled sending a boy’s soccer team, and the prefecture’s International Exchange Association has halted an exchange programme for high school students between the two countries.

一時は友好ムードが漂っていた日韓関係に、竹島（独島）を巡って再び険悪な空気が流れています。たしか日本の外交次官だか誰かが「いっそ地球温暖化で沈んでくれれば」なんていう「名言」をこぼしていたのを覚えています。世界中の国境線や植民地などを例に挙げても、領土とは国同士の奪い合いの歴史であり、特に国境が接する領地においては、どちらに属するかという絶対的な答えがないだけに難しい問題です。北方領土問題といい、竹島問題といい、今後解決の糸口は見えるのでしょうか。

アサガオ・プロジェクト
２１日、芸術家の日比野克彦さんが呼び掛けた「明後日（あさって）朝顔プロジェクト」で植えられたアサガオの成長ぶりを日比野さんとともに見る「真夏の朝のお花見会」が鹿児島市のドルフィンポートであり、約１００人が集まった。鹿児島青年会議所などでつくる２００９皆既日食鹿児島実行委員会の主催。今回のプロジェクトで採れた種は来年、種子島で皆既帯に入る地域に植えられる。

Bloom for morning glory
On July 21, an event to observe the flowers of morning glories with the artist Mr. Hibino Katsuhiko, who started a project to plant the flowers nationwide called the ‘Morning glory project for the day after tomorrow,’ took place at the Dolphin Port in Kagoshima City, attracting around 100 people. The event was hosted by the executive committee for the total solar eclipse event in 2009, which is made up of the local board of trade and others. The seeds from the flowers observed at this time will be sowed in the regions on Tanegashima Island next year, and will be within the zones of totality during the solar eclipse.

タイトルの “Bloom for morning glory”　は「朝の栄光に向かって咲く」。
‘morning glory’ は「アサガオ」。文字通りでは「朝の栄光」という意味です。因みに学名は ‘Ipomoea nil’ で、属性は「ヒルガオ科サツマイモ属」。花言葉は「気取り」だそうです。また、‘morning glory syndrome’（朝顔症候群）とは、「視神経乳頭の先天異常のひとつ。乳頭の拡大、網膜血管の放射状分岐から、乳頭辺縁が朝顔の花のようになる状態」（ＫＷガイド：医薬用語辞典）で、遺伝性であり、網膜剥離の危険性が高い病気です。

薩摩藩の名君、島津斉彬も愛したアサガオですが、地球温暖化対策の一環として、ほかのツル性の植物とともに建物の緑化への利用が進められています。アサガオは一年生植物なので花が咲くと枯れてしまいますが、毎年できる種を植えて成長を見守る楽しみが得られると思えば、それもまた風流です。

曽我どんの傘焼き／鹿児島市
鹿児島市の伝統行事「曽我どんの傘焼き」が２０日夜、加治屋町の甲突川河川敷であった。和傘約２００本をくみ上げたやぐらから天高く炎が立ち上り、熱気に打たれた大勢の見物客を魅了した。紙灯籠（とうろう）５０００個が周囲を照らす中、自顕流演舞などイベントもあった。終了後は観客も協力して紙灯籠を片付けた。

Burning the summer heat
On the night of July 20, Kagoshima City’s traditional event Sogadon no Kasayaki, in which people burn traditional paper umbrellas, took place on the riverbed of the Kōtsuki River in Kajiya Town. Spectators were burnt with the spectacular fire show where a tower of around 200 umbrellas sent flames up into the night sky. There were also some other events including a demonstration of Jigenryū, a traditional local swordplay, in the vague lights of 5000 paper lanterns that were later cleared up with the help of the visitors.

最近、夜は風が通って涼しくなりますが、日中の蒸し暑さにはついついクーラーに頼りがちです。しかし、ちょっとした我慢や工夫で、地球温暖化や家計に大きく貢献できます。例えば、クーラーを使う代わりにアイス枕や冷却材などで体を冷やす。クーラー使用時には温度を高めに設定して、扇風機を併用する、クーラーを使用する部屋で共同作業する、などなど。しかし、せっかく四季がある日本。現在注目を集めている「打ち水」や、音で「涼」を得る風鈴など、先人が生み出した知恵を生かしつつ、夏は夏の暑さを楽しむ、と言うのもまた風流では？

GAiGOの学長手作りの焼き物（使途不明＾＾；）

斉彬自作の茶碗を確認
幕末の薩摩藩主・島津斉彬（１８０９－５８年）が自作したという黒茶碗の所在が１１６年ぶりに確認された。斉彬が２４歳の時に製作したもので、明治時代の古文書に記載されたものと同一とみられる。茶碗を所有する鹿児島市古美術商は、斉彬筆とされる牡丹（ぼたん）図などと合わせて近く黎明館に寄託する。

A black-coloured tea cup which is believed to have been made by the then Satsuma Lord Shimadzu Nariakira (1809-58) has been discovered for the first time in 116 years. The pottery was formed by Nariakira at the age of 24 and is believed to be the same one as written on the ancient document from the Meiji era in the late 19th century. An antique dealer in Kagoshima City, who owns the pottery, will deposit the royal cup to the Reimeikan Museum together with other items that are also believed to be made by Nariakira, including a drawing of a peony flower.

鹿県知事に伊藤氏再選
任期満了に伴う鹿児島県知事選挙は１３日投票が行われ、現職の伊藤祐一郎氏（６０）が３８万２３４２票を獲得して再選を果たした。元県議で共産党が推薦する祝迫かつ子氏（６５）は初の女性知事候補として１４万９７９５票を得たが、及ばなかった。現職の信任投票の色合いが濃かった選挙戦は盛り上がりを欠き、投票率は過去２番目の低さの３８．９９％にとどまった。

火山めぐりヨットレース
２００８鹿児島カップ第２０回火山めぐりヨットレース（同実行委員会主催）が、錦江湾を主な舞台に１９日から２３日に開催された。北海道、大阪などの県外艇を含む５９艇が参戦し、錦江湾内を周回する２つのレースと、桜島や硫黄島などをめぐる湾外レースで競い合った。１９、２０日は鹿児島市のウオーターフロントパークで一般の人も参加できるシーカヤック体験や潮風コンサートなどもあった。

The 20th ‘Kagoshima Cup Yacht Race around Volcanoes in 2008,’ which took place mainly in Kinko Bay, was hosted by the event’s executive committee during July 19-23. A total of 59 boats, including some from other prefectures such as Hokkaido and Osaka, took part in the event comprising of two races in the inner bay and a race in the open sea that tours around two volcanoes; Mt. Sakurajima and Iou Island. 磯浜が海開き／鹿児島市
鹿児島市吉野町の磯海水浴場が１０日、海開きした。海開き式の後、清水、大龍両小の児童約２５０人が泳ぎ初めをした。同海水浴場の水質は５月の調査で「特に良好」。同市市民スポーツ課は「深夜の花火などは近隣住民に迷惑をかけるので、マナーを守って利用を」と呼びかけている。

It’s summer!
Iso Beach in Kagoshima City’s Yoshino Town opened on July 10. Following a ceremony, around 250 students from Shimizu and Dairyu elementary schools dashed to the sea as the first swimmers of the season. 特攻隊遺書を英訳
南九州市の知覧特攻平和会館が、遺書や手紙など展示内容の英訳を読めるタッチパネル式の情報端末を設置、英語版ガイドブックの販売も始めた。鹿児島市の「マリンポートかごしま」の開業などで、増加している外国人見学者に対応するのが狙い。英訳を担当した同会館の川床剛士氏（６７）は「国、家族を思って書いた隊員の心を理解し、英語に直すのは難しかった」と話している。

GAiGOの国際科の２年生は昨年、「日本の文化」の校外学習として知覧特攻平和会館を訪れ、今回展示物などの英訳にあたられた同館の川床剛士氏によるお話も聞かせていただきました。川床氏は、外国人見学者向けに英語によるお話も用意されており、当校の学生達も、触りだけ英語での講義を聞かせていただきました。そういった縁もあり、今回、英語版ガイドブックをお贈りいただきました。ありがとうございました。

川床氏のお話では、残念なことに、アメリカ人や中国人・韓国人の来館はほとんどないそうです。知覧特攻平和会館は、アメリカでの原爆機「エノラ・ゲイ」の展示や、中国の南京大虐殺に関する記念館など、原爆の正当化や反日感情を煽るなどの政治的な意図が強いものとは違い、「戦争の被害者」である特攻隊員の目を通して戦争の悲惨さを訴えるものだと思います。どれだけ正当化された戦争でも、現場では殺すか、殺されるかの末に憎しみと悲しみが残るだけです。そんな、当事者としての特攻隊員たちの声を聞けば、人間はなぜ戦争をするのかという、根本的にして困難な問題について考えるきっかけになるのではないでしょうか。政治的な利害を抜きに、アメリカ人や中国人・韓国人も来館できるような状況になることが望まれます。

恐らくは禁煙運動が最も過激なアメリカの都市部では、路上はもちろん、公共施設ではすべて禁煙。喫煙者は獣のように嫌われ、もはや人間扱いされないといったような話も聞きます。

世界的に見ても、タバコ業界は、メディアやスポンサーとしての広告に厳しい規制が掛けられており、ハリウッド映画でタバコをかっこよく吸うシーンが規制されたり、Ｆ１のフェラーリからフィリップ・モリス社の有名なタバコ・ブランドである「Marlboro」の文字が消えたりしたことは有名な話です。

これは、タバコ、特に「副流煙」が周囲の人にもたらす健康被害についての意識が徹底されているからでしょう。日本でも近年、諸外国に倣って、タバコのパッケージにタバコがもたらす健康被害についての警告文を表示することが義務付けられました。

タバコがもたらす健康被害の可能性について知った上で吸うのは問題ないと思いますが、喫煙者の吐き出す副流煙で周囲の人まで巻き込むのは、ある意味犯罪とも言えます。しかし、アメリカのようになんでもヒステリックになって禁煙を強制するのは考えものです。愛煙家の権利を守るためには、双方による徹底した「分煙」が必要です。

On the other hand, land prices along the city tram line fronting the Chuo Station’s east exit have risen for the fourth straight year. The Kagoshima Tax Office has analysed that the downward price trend has been slowing down throughout the prefecture, mainly due to increased demand since the Shinkansen bullet train line was opened.

奄美シーカヤックマラソン
国内最大規模の大会である「２００８奄美シーカヤックマラソンｉｎ加計呂麻大会」（瀬戸内町主催）が２９日、同町の大島海峡であった。２２都府県から４２７人、３８４艇が出場。１人艇と２人艇のマラソン（３６キロ）とハーフ（２０キロ）のほか、４人１組の駅伝レースで競った。神奈川県から参加した６９歳の男性は「体力の許す限り参加したい」と語った。

Tenmonkan plotted to be ‘pedestrians’ paradise’
The Kagoshima Chamber of Commerce and Industry’s workshop for policy research has released its report containing recommendations for the revitalisation of Kagoshima City’s central area. In the report, the research team poses 26 priority policies that include making the area around the Tenmonkan tram exclusive to pedestrians and public transportation only. The head of the board of trade, Mr. Suwa Hideharu (64), the president of Kagoshima TOYOTA Co., said they will work hard to establish a framework and strengthen collaboration with parties concerned in order to realise their visions.

鹿県知事選が告示
任期満了に伴う鹿児島県知事選挙が２６日、告示された。現職の伊藤祐一郎氏（６０）と元県議で共産党が推薦する祝迫かつ子氏（６５）＝いずれも無所属＝の一騎打ちとなった。伊藤陣営は県の財政改革など１期４年の実績を前面に改革継続を訴える。祝迫陣営は戦後初の女性候補としてアピールし無党派層への浸透も狙う。投票は一部の地域を除いて７月１３日に行われ、即日開票される。

Kagoshima Gov. race starts
On June 26, Kagoshima gubernatorial race was declared upon the expiration of the current term. The former prefectural councillor Ms. Iwaizako Katsuko (65), backed by the Communist Party, will challenge the incumbent Mr. Ito Yuichiro (60) in a one-on-one battle. Both of them are independents. Ito will appeal his achievements during his four-year term as a governor and will campaign on pursuing economic reform. Iwaizako, for her part, will attempt to win the support from unaffiliated voters as the first-ever female candidate since the Second World War. The election will be held on July 13 in most areas and the ballots will be counted on the same day.

全訳は「両者とも無所属である」。‘independent’ は「頼らない、依存しない；独立した」。逆は ‘dependent’（・・・に頼っている、依存した；・・・次第である）。

徳之島で鉄人レース
第２１回トライアスロンＩＮ徳之島大会が２２日あった。日中の最高気温は３０度を超える中、全国から集まった３０２人の“鉄人”が２キロの遠泳、７５キロのバイク、２１キロのマラソンで島内を走り抜けた。約３４００人のボランティアのほか、多くの住民が沿道に繰り出し、太鼓をたたいて選手に熱い声援を送った。

On June 22, the 21st Triathlon in Tokunoshima took place, in which a total of 302 ‘iron men’ from nationwide heated up in the race with temperatures exceeding 30 degrees Celsius during the daytime. Around 3,400 volunteers as well as local residents turned out along the course that included 2km of swimming, 75km on bike and 21km of marathon on the southern island, to cheer up the athletes by beating hand drums.

～トライアスロンの起源～

「トライアスロン」（Triathlon）は、「３つ」を表す接頭辞の ‘tri’ と、「長時間にわたって行われる競技」を表す ‘athlon’ を合成して命名されたもので、「水泳」「自転車」「ランニング」による複合競技です。距離は大会ごとに異なりますが、最も過酷なものは「アイアンマン・レース（鉄人レース）」と呼ばれ、水泳３．９ｋｍ、自転車１８０．２ｋｍ、ランニング４２．１９５ｋｍで争われます。優勝者でもタイムが８時間を越えるという、まさに「鉄人レース」です。

トライアスロンの発祥は１９７０年代のアメリカで、上記の３つの競技のうちの２つを組み合わせた様々な複合競技から自然発生しました。最初の主要なトライアスロン大会は１９７８年にハワイで行われた「アイアンマン・トライアスロン」であり、現在では世界各地でこの世界大会のための予選大会が開催されています。

この大会が開催されるきっかけを作ったのは、前年のハワイの海兵隊員たちでした。酒の席において、「マラソン、遠泳、サイクルロードレースのどれが最も過酷か」との議論がなされ、「競技特性が全て違うのだから比較のしようがなく、この際まとめてやってみよう」という事で「アイアンレース」が考え出され、翌年に大会が開催されました。その後日本では、１９８１年に鳥取県米子市で日本初となる皆生トライアスロン大会が開催されました。

また、１９８２年には各種データからみてバランスのとれた距離、スイム１．５ｋｍ、バイク４０ｋｍ、ラン１０ｋｍのトータル５１．５ｋｍが設定されました。「オリンピック・ディスタンス」と呼ばれるこの距離設定は、現在、世界選手権をはじめ世界のトライアスロン大会の８５％以上を占めており、２０００年のシドニーオリンピックからは正式種目となっています。
