おれんじ鉄道　県が支援策
鹿児島県は１６日、第３セクター肥薩おれんじ鉄道（熊本県八代市）の経営安定に向けた沿線対策会議を開催した。県は沿線３市に対し、２００８年度から県の経営安定基金による公的支援を提案した。出席者からはおれんじ鉄道存続の必要性を問う声も挙がった。

‘the authority’（当局）は「鹿児島県」のこと。‘proposed … for ~’ は「～に財政支援を提案した」。‘its fund … stability’ は「経営安定のための基金」。‘starting in … 2008’ は「２００８年度に始まる」。‘fiscal (year)’(financial year) は「会計年度」のことです。

‘on the other hand’ は「一方で」。‘attendees’ は「（会議などの）参加者」。‘raised questions about ~’ は「～について疑問の声を挙げた」。‘management stability’ は「経営安定」。‘necessity of … operation’ は「経営を継続する必要性」。‘the third-sector company’（その第３セクターの会社）は「肥薩おれんじ鉄道」のこと。



タイトルの “Orange train running in the red”　は「おれんじ列車が赤字を抱えて走る」。
‘in the red’ は「赤字で」。類は ‘in deficit’ ‘in the bank’ など。

「肥薩おれんじ鉄道」は、九州新幹線の八代～鹿児島中央間の開業に伴い、それまでの鹿児島本線八代～出水間の営業を、熊本県や鹿児島県及び沿線各自治体がＪＲから引き受ける形で２００２年から営業を続けてきました。
もともと「生活路線の確保」を理由に、第３セクターの設立を条件で九州新幹線の着工を始めたという経緯もあり、赤字路線だからといって簡単に経営を中止するわけにもいかないという事情もあるのでしょう。しかし、会議の参加者からは、基金を使い果たした後の沿線自治体の財政負担を懸念する声があったようです。

県の財政支援はあくまでも赤字補填であり、これによって経営が一気に好転することは難しいでしょう。少子高齢化や鉄道の高速化などの社会状況の変化に伴い経営が行き詰まり、全国各地でローカル路線が姿を消しつつあります。旅の醍醐味とも言え、その土地の景観としても根付いているローカル線がなくなるのは寂しいことですが、身の丈に合わない運営の結果として全国各地に負の遺産として散在する第３セクターの二の舞とならないように、慎重に経営を見守ることが必要です。

鹿児島西・甲陵高校が統合へ
鹿児島県教育委員会が進める公立高校の再編整備で、鹿児島市内の鹿児島西高と甲陵高の２校が統廃合の対象に挙がっている。２０１０年４月に開校予定の新設校の設置場所や学科編成、学級数などは今後検討される。

今回の高校再編は、人口が比較的集中する「鹿児島第１区」では始めての試みということ。鹿児島西高校は、市内で唯一、設置学科が商業科のみの高校で、一方の甲陵高校は普通科と人文科があります。統合される両校にとっては「なぜウチが！」という気持ちでしょうが、いまや市町村が合併する時代。それだけ本格的に少子化が進行しているということでしょう。鹿児島は、高校の同窓会の繋がりが非常に強い土地柄だそうですが、その意味でも自分の卒業した学校の名前がなくなるのは寂しいものなのでしょうね。

鹿県　高齢化進む
日本銀行鹿児島支店は、鹿児島県の年齢別の人口構成を１９９０年、２００５年、２０２０年で比較したレポートをまとめた。２０代前半の県外流出に加え、少子高齢化の進行により、２０２０年には６０代後半の割合が最も高くなることが予想される。これを基に、県内をターゲットとする企業に「変化を見据えた柔軟な営業戦略が重要」と提言している。

タイトルの “Kagoshima keeps on greying” 　は「鹿児島は老化を続けている」。‘keep (on) ~’ は「～を続ける」。‘grey’ は ‘gray’（灰色）のイギリス式の綴りで、動詞で「灰色になる、白髪になる」ことから転じて「高齢化する」。英語では一般的に「白髪」は ‘grey(gray) hair’ または ‘silver hair’ と言い、「白髪になる」は ‘go grey(gray)’ ‘turn grey’ のように言います。もちろん、本当に真っ白な白髪は ‘white hair’ と呼ばれますが、確かに一般的な「白髪」の色は真っ白ではなく、黒髪が脱色した「灰色」や、金髪などが脱色した「銀色」ですね。日本人は昔から色に関する感性が細やかなはずですが、こと「白髪」に関しては無頓着だったようです（笑）。

菊まつり　仙巌園
「第４８回菊まつり」が鹿児島市吉野町の仙巌園で２３日まで開かれている。県菊花連盟会員による６０００鉢や１万２０００本の菊花のほか、来年のＮＨＫ大河ドラマ「篤姫」をイメージした動く菊人形が並ぶ。同園によると今年は残暑の影響で花の咲きが遅く、今月中旬以降が見ごろ。

The 48th Chrysanthemum Festival is now being held at Senganen Japanese garden in Yoshino Town, Kagoshima City, until Nov. 23. On the display in the garden are as many as 12,000 flowers and 6,000 potted plants grown by members of an amateur chrysanthemum culture group in the prefecture. The event has also added excitement by displaying moving dolls decorated with the flowers, reflecting the image of NHK’s period drama about the locally-born Princess Atsuhime, which will be shown next year. According to the garden, the flowers are blooming late due to this year’s lingering summer heat, and visitors are expected to see them in full bloom toward the end of this month.

第５６回おはら祭
第５６回おはら祭が３日、鹿児島市の天文館一帯で開かれ、１３１連、約１万２６００人の踊り手が参加した。絶好の秋晴れの下、色とりどりの法被に身を包んだ参加者が「ヨイサー、ヨイヤサー」の掛け声に合わせ、今年軌道が緑化された高見馬場－桟橋通り間の電車通り約１．５キロ区間を踊り歩いた。

The 56th annual Ohara Festival was held on Nov. 3 in the Tenmonkan district of Kagoshima City, and around 12,600 dancers from 131 groups took part in the event.
Under splendid autumn weather, people in various coloured ‘happi’ coats marched the 1.5km area along the city tram lines between Takamibaba and Sanbashidōri tram stops, where rail tracks had been planted with lawn earlier this year, while dancing to the lively festival music.

西郷さんへビッグな誕生プレゼント
鹿児島市城山町の西郷隆盛銅像のために製作されていた丈３．８メートルのマントが完成し１日、同市の県庁でマスコミに公開された。大島紬でできたマントは、呉服店を営む能勢明博さん（６２）が、西郷の誕生日の１２月７日に着用させようと製作した。能勢さんは「世界最大の大島紬マントとしてギネスブックに申請したい」と話した。

A 3.8m-length cape which was being made for the bronze statue of Saigo Takamori in Shiroyama Town, Kagoshima City was finished and was released to the media on Nov.1 at the prefectural office. The giant costume, which is made of local high-quality clothe, Oshima-tsumugi, was produced by local dry store owner Mr. Nose Akihiro (62) who wanted to costume the statue on December 7, the birthday of the local hero. Mr. Nose expressed his will to apply for registration of the super-size cape in the Guinness Book of Records as the world’s largest cape made of the famous, local material.

‘expressed his will to ~’ は「～という彼の願望を述べた」。‘apply for registration of ~’ は「～の登録を申請する」。‘the super-size cape’ は「そのビッグサイズのマント」。‘Guiness Book of Records’ は「ギネスブック」。アイルランド産の黒ビールで有名なイギリスのGuinness社が毎年発行し、ありとあらゆる世界一を紹介する本です（知ってますね；）。
‘as the world’s … material’ は「その有名な地元の織物でできた世界最大のマントとして」。

このマントは、丈3.8メートル、すそ周り6.9メートル、重さ8キロで、大島紬12反分が使われているそうです。また、ボタンには屋久杉が使われ、西郷家の菊の家紋が彫られているとか。製作した能勢さんの申請に対して、銅像を管理する鹿児島市の公園緑化課は「ふまじめとみられかねない」という理由でいったん断っているそうです。一体なにが真面目なのかよくわかりませんが、実現すればおそらく全国ニュースでも取り上げられるでしょう。同課は「再び申し出があればその時判断したい」ということですが、もはや断る理由もないでしょう。個人的にも是非見てみたいものです。

妙円寺詣り
関ケ原の戦で敵中突破した島津義弘の武勇を偲ぶ日置市の伝統行事・妙円寺詣りと関連行事が27日と28日に行われた。さわやかな秋晴れのもと、一般の参拝者や、伊集院町武者行列保存会の約100人が徳重神社を目指して勇壮に鹿児島市街地を練り歩いた。

Oct. 27 and 28, a traditional event in Hioki City, Myoenji Mairi, in which people walk a long way to the shrine that enshrines Shimadzu Yoshihiro, was held alongside other related events. In 17th century, the Satsuma troops under the command of Yoshihiro made a historic retreat from the Sekigahara battle field, despite being surrounded by the enemy. Under the brisk autumn sky, many citizens walked through Kagoshima City’s downtown to Tokushige Shrine, joined by around 100 armour-clad members of the preservation society of the traditional parade.

タイトルの“Trick or retreat!”は「策略か撤退か」。
10月31日にアメリカなどで行われる「ハロウィン」において、子供たちが ‘Trick or treat!’（ごちそうくれなきゃ、いたずらするぞ！）と言って近所を回り、お菓子などをもらう習慣があります。今回のタイトルは、この台詞に掛けた洒落で、特に意味はありません。GAiGO でも10月29日（月）に恒例のハロウィン・パーティを開催しました（この様子は、当校のホームページ上の「GAiGO News」をご覧ください）。今回のタイトルも、そんなやや浮かれた気分の中でフッと思いついたものです（笑）。

＞＞さいどすとーりー＞＞＞

～神社と寺の「妙」な縁（円）～

本文中で言っているように、この「妙円寺詣り」は、関ヶ原の戦で決死の敵中突破により薩摩藩に帰ってきた島津義弘公と薩摩隼人たちを偲んで始まったものですが、実際に現在お参りしているのは「徳重神社」。どうしてこのようことになったのでしょう？

この背景には、明治維新後の新政府が天皇への権力の集中を目的として行った「神道国教化政策」があります。1868年（慶応4）の「神仏分離令」をきっかけに、それまで神社と習合していた各地の寺院・仏像の破壊や僧侶の還俗強制などが、神道家などを中心に行われました。鹿児島でも多くの寺などが破壊され、鹿児島市谷山にある「慈眼寺公園」の遊歩道の脇には、この時破壊された、首のない地蔵がずらりと並んで立っています。

島津義弘公の菩提寺である「妙円寺」もこの時に破壊され、残った本堂も神道に改宗させられました。そしてその跡地に建てられたのが、現在の「徳重神社」です。しかしその後明治13年に、地元の支援者により神社の西側に再び「妙円寺」が建立されています。

このような廃仏毀釈（はいぶつきしゃく）運動は、1875年に信教の自由が保障されるまで続きましたが、これにより、明治政府は宗教に対する政治優先の姿勢を確立しました。これに限らず、「八百万（やおよろず）の神が存在する」日本においても、政治による宗教弾圧は歴史上幾度となく行われてきました。また、現在世界中で起きている紛争の大きな原因のひとつも、そのような宗教上の争いです。「徳重神社」に「妙円寺詣り」をするくらいの「曖昧さ」が、実は一番いいのかもしれません。

文部科学省は24日、今年４月に実施した「全国学力・学習状況調査」（全国学力テスト）の結果を公表した。実施された国語・算数・数学のうち、鹿児島県の平均正答率は、小学算数・中学数学で全国平均を最大2.2ポイント下回った。県教委は10月、結果分析と今後の改善策を探るため、保護者や学識経験者、市町村代表でつくる学力向上検証改善委員会を設置した。

Kagoshima downcasts over national test
On Oct.24, the Education Ministry unveiled the results of a national test that was held in April. Japanese, arithmetic and mathematics were tested, but Kagoshima prefecture fell below the national average both in elementary school arithmetic and middle school mathematics, by up to 2.2 points. Prior to the release of the results, the prefecture’s education board had set up a committee in October, comprising of parents, academic experts and the municipal representatives, in order to hold in-depth discussions based on the test result.

‘the Education Ministry’ は「文科省」。「文部科学省」の正式名称は ‘Ministry of Education, Culture, Sports, Science and Technology’ です。‘unveil’ は「明らかにする、公にする」。類は ‘announce’ ‘disclose’ ‘uncover’ ‘make public’ など。

‘arithmetic’ ‘mathematics’ はそれぞれ「算数」「数学」。‘fell below the national average’ は「全国平均を下回った」。‘by up to 2.2 points’ は「最高で2.2ポイント（下回った）」。



“Prior to the release of the results, the prefecture’s education board had set up a committee in October, comprising of parents, academic experts and the municipal representatives, in order to hold in-depth discussions based on the test result.”

‘Prior to ~’ は「～に先立って」。‘the prefecture’s education board’ は「県の教育委員会」。 ‘board of education’ ‘school board’ などともいいます。‘set up’ は「設置する」。類は ‘establish’ ‘constitute’。‘academic expert’ は「学識経験者」、‘municipal representative’ は「市町村の代表者うげよ。‘in order to ~’ は「～するために」。単に ‘to ~’ というよりも公式的な表現です。‘hold in-depth discussions … results’ は「その結果を基に徹底的な議論をする」。



タイトルの “Kagoshima downcasts over national test”は「鹿児島が全国テストにがっかりする」。
‘downcast’ は ‘(be) cast down’（落胆する）を名詞化した単語です。
